What has happened so far?

 

Since the site was proposed for development in the Cambridgeshire and Peterborough Structure Plan back in 2003 the University and the two local planning authorities (Cambridge City Council and South Cambridgeshire District Council) have been working to satisfy the necessary planning requirements. On August 24th 2009 the Planning Inspectors published their report on the Area Action Plan that has been jointly promoted by Cambridge City Council and South Cambridgeshire District Council. This establishes the planning policy for this site. You can see the Inspectors’ Report by clicking here.

During the rest of 2009 the University revised the strategic master plan for the area which fits the framework laid out in the AAP. We consulted with all interested parties to get their views and ideas to include in our deliberations.

 

 

What is the programme for the future?


The master plan will be considered through the University’s formal decision-making process. Once the master plan has been agreed within the University, outline planning permission will be applied for from Cambridge City Council and South Cambridgeshire District Council, probably during the latter part of 2010.

 

This outline application will build upon the master plan and will allow us to establish the broad uses, scale, and building types. The outline planning application will itself be subject to wide-ranging public consultation by the local authorities in order to canvass the views of all interested parties prior to the councils’ formal consideration of the application.


Depending on market conditions, the University may submit a detailed planning application for a first phase of infrastructure and development at the same time as the outline application.

 

The University will undertake extensive public consultation to help in the formulation of the master plan before it submits the outline planning application. The planning authority will also consult widely on the application once it is submitted. The results of its consultation will be incorporated into the officers’ report to councillors when they consider each application.

 

 

 

The Area Action Plan provides the official planning policy for this area. It was proposed by the joint planning authorities for the site (Cambridge City Council and South Cambridgeshire District Council) and approved by Government Planning Inspectors in August 2009 after public consultation and a public hearing.
The detailed planning applications will provide all the details of each phase of the development, for example, full architect’s drawings of buildings and public areas.
The outline planning application will be based on the master plan. An outline application builds on the master plan by identifying uses and general principles (e.g. scale, density and standards) on the site, in line with the AAP. If granted, the outline planning permission will give agreement in principle for development on the site which will allow the University and developers to work on detailed applications.
The master plan will show how the University plans to develop the site. It will be drawn-up by the University’s development team, building on the initial master plan that was consulted upon in 2005. It will incorporate the policies and development proposals contained in the Area Action Plan. This will be consulted on widely to obtain the views of all interested parties. The master plan will then be presented to the University for approval.
