Members of the project team behind the North West Cambridge development are drawn from a wide range of backgrounds and are experts in their respective fields. The project is still at an early stage, and as the project grows, more experts will be added to the team. We will keep you posted about the new members as they are appointed.
Currently the core team is :
Roger Taylor - Project Director
Roger oversees and leads the project for the University of Cambridge. Roger brings a wealth of experience in overseeing major mixed-use developments in places such as the Docklands, Glasgow and Oxfordshire. He was a Director for mixed-use development for Taylor Wimpey, the UK’s largest house builder where he was responsible for creating communities that successfully combined housing with other uses. Roger is a Fellow of the Royal Institution of Chartered Surveyors.

Gavin Heaphy - Construction Director
As Construction Director, Gavin has responsibility for procurement and delivery of the project works. Gavin has a great deal of experience in the delivery of large and complex projects of varying nature, from commercial offices and business parks to research facilities and residential developments. Gavin’s most recent role (prior to joining NWC) was as Operations Director at the Athletes Village for the London 2012 Olympics. Gavin is a Chartered Builder and holds a Master’s Degree in Project Management.

Graham Morrison - Secretary of the Syndicate for the West and North West Cambridge Estates
Graham’s role is to tie the Development into the governance structures of the University through his role as Secretary of the Syndicate for the West and North West Cambridge Estates. A Chartered Secretary, he has spent most of his career working in universities covering a range of areas. However he started out with the Scottish Special Housing Association after studying at the University of Edinburgh.

Miria Robinson - Project Administration
Miria provides administrative support for the project office and ensures the smooth running of the project as the development progresses. Miria is an experienced administrator with an MA degree from Edinburgh University as well as an extensive track record in writing and editing material. In the past she has specialised in Arts administration, including an internship at the Peggy Guggenheim Collection, Venice.

Steve McGuckin - Project Management
Steve’s role is to ensure that the University of Cambridge receives the best professional advice on the delivery of the project, delivering an exemplary outcome for the University, the City of Cambridge and the local community. Steve joined Turner and Townsend plc earlier this year as Managing Director, Programme and Project Management. His focus is on major programmes and projects in the UK in the private sector, regulated industries and government. Steve previously held the position of Director of Projects at Land Securities plc and Director of consultancy at Mace. Steve is a member of RICS and RIBA.

Adrian Howell - Project Management
Adrian supports the University with leadership of the project team through the Masterplanning and Planning Application stages of the project; the day to day management and coordination of all aspects of the project; and the bringing together of all parties to deliver an exciting and sustainable development and community. Adrian is a director of Turner & Townsend’s project management division. Adrian’s projects span the education, transport and commercial sectors and include masterplans and designs for a research campus for Marconi communications, and the Docklands University Campus for the University of East London.

Bill Hanway - Masterplanning
Bill is the Executive Director of Operations for AECOM Europe and will lead the development of the design for the site. He has many years’ experience in combining the design and delivery of buildings with urban planning and masterplanning. He has been responsible for numerous projects in the UK, continental Europe, the USA and the Middle East. Within the UK he has worked on Upton, in Northamptonshire, which is an exemplar sustainable development project, incorporating ground-breaking design codes. Bill has worked on many large scale mixed use regeneration projects including the Lower Lea Valley Olympic Games masterplan and the Heart of Doha, a 35 ha conceptual masterplan. He is a member of the Design Review Panel for the Commission for Architecture and the Built Environment (CABE).

Charles Ledward – Town Planning
Charles will lead on the core town planning elements of the project. He is principal of planning at AECOM and his work has focussed on planning, housing and capacity studies, large-scale regeneration opportunities and development proposals. He is particularly skilled in striking a balance between visionary solutions and commercial viability. Charles’ project work has included the exemplar Upton development, Lower Lea Valley Regeneration and Olympic Games Masterplans, Aylesbury town centre masterplan and the mixed use development on Dry Street, Basildon.
Charles is a member of the Royal Town Planning Institute and serves as planning and property advisor for government private finance initiative (PFI) development projects.

Heather Topel - Masterplanning & Town Planning
Heather advises the University on producing the master plan for the site. She is a director at AECOM and an experienced town planner. Heather has extensive experience in masterplanning on projects including, recently, the Greenwich Millennium Village, the proposed Crossrail station at Woolwich and a major waterside development in Stoke-on-Trent.

Paul Barnes -
Community Engagement
Paul will oversee the community engagement and consultation process to ensure that all interested parties are kept informed of progress and have the chance to make their views heard. A former councillor in Norfolk, Paul has over 20 years’ experience in stakeholder relations, community engagement and public affairs working on major development projects such as the New National Stadium at Wembley, the Crown Estate’s major redevelopment of Regent Street, Battersea Power Station, and the Royal Opera House.
